In 2016, HGU increased
During 2016, planted hectares with Hak Guna Usaha (HGU) certificates increased. Our plantations go through several stages to get the full leasehold land certificates (HGU) after we have planted them, allowing the land to be used long term for plantation business activities. This is the case for both our own nucleus estates & for the Plasma estates we develop for the local community.
A sustainability commitment
Going through the hGu process is one of our sustainability commitments as it involves environment and social impact assessments before we plant, is an important legal requirement and is part of the sustainability certification process. The hGu certificates can and are used as collateral assets to secure our loans which we use for investing in our plantations. In 2016 our plasma plantation progressed to achieving hGu too, with our plasma plantations in papua receiving their hGu certificates.

While getting hGu licenses is part of our sustainability commitment, our plasma program, which gives local farmers an opportunity to have their own palm oil plantations on their own land, is an important part of our Corporate Social responsibility (CSr) commitment. helping the plasma farmers also to get hGu certificates for their land is both, because an important part of our certification commitment is to help others to achieve sustainability certification too. When the plasma farmers can achieve hGu, they are getting the proper legal status for their land, working towards their own sustainability certification and they can get their own loans. achieving hGu for their land helps the plasma farmers become more independent and less reliant on us. Change is the law of life and this is an important change for them.
A combined effort
Several departments work together to help our plasma farmers get their hGu certificates. GIS mapping help to map out exact location, border and size of the Plasma land. The CSr department helps to make sure the plasma farmers are comfortable with the process. It is also an opportunity in areas were we have not yet built CSr programs, for our CSr team to introduce themselves, survey the communities and begin specific CSr programs (please see last year’s annual report here http:/www. eaglehighplantations.com/images/pDF/annuallreports/ ar_2015_web.pdf for full details on our CSr programs in education, farming and infrastructure). Both departments work together with our legal and licensing teams to support the documentation process including the legal contracts.
